What is an oligopoly? 寡占市場とは？
It is a market with a few, usually 4-5 largest sellers. The 5-firm concentration ratio is over 85%.
通常４～５の大企業がシェア（占有率）の８５％以上を占める市場。
Why do oligopolies exist? なぜ寡占市場は生まれるのか？
It is due to barriers to entry.
1. Economies of scale (but not too hard to create a natural monopoly); e.g. a car market
2. Government regulations; e.g. licences, mobile phone companies
新規参入の難しさから
１.莫大な初期投資が必要（ただし、独占市場になるほど強くはない） 例）自動車

It is that they may ignore potential competition which firms who could enter the market if it became attractive because of the high level of economic profit.
市場参入に魅力があれば新しい企業が参入して起こったであろう競争を無視してしまうこと。
What is the main characteristic of oligopoly markets?
主な特徴は？
It is interdependence. The results of one firm’s actions are dependent upon the reaction of other firms. Because these cannot be predicted with certainty, oligopoly markets are inherently unpredictable.
相互依存。１企業の行動の結果は競合企業のリアクションによっていること。他企業のリアクションに確証を持つことはできないので、寡占市場とは本来変わりやすいものである。一つの船に４匹の象を乗せた場合と１０００匹の蟻を乗せた場合を想像してみると分かりやすいのでは。

この不確実性をどう対処するか？
It is by making formal agreements with other firms to fix prices. This is known as a cartel or collusive oligopoly.

Cartels are illegal in the EU, the USA, Japan and many other countries. This is because cartels are the worse form of monopoly; they have the disadvantage of monopoly without any of the benefits. Firms try to avoid prosecution through informal tacit agreements (nod and wink agreements). It then becomes very difficult for the authorities to prove collusion. Most cartels, whether formal or informal, tend to be unstable. They usually break down after a period of time.
日本、ヨーロッパ、アメリカをはじめ多くの国で違法な在り方。企業独占の悪い面のみ持つので、独占状態より悪いと考えられる。企業は書類を残さない（頷いてウインク）合意で検事を逃れようとするので、共謀を証明することは困難になる。書面に記しているかに関わりなく、一定期間を過ぎればほとんどの企業連合は失敗する。
